Kindersley Rodeo Committee President Tyler Ritchie addressed Council to provide on update on the 2016 Indoor Rodeo and to discuss initial plans for next year’s event.

Council proclaimed October 9-15, 2016 as Fire Prevention Week in acknowledgement of the excellent service provided by the Kindersley Fire Brigade and to support fire prevention efforts throughout Canada. This year’s theme is “Don’t Wait – Check the Date! Replace Smoke Alarms Every 10 Years.”

Bylaw 16-16, an updated Anti-Bullying Bylaw, was adopted by Council with more specific references relating to Internet and cyber bullying, as well as terminology provided by the Province to align with provincial harassment legislation.

A new Traffic Bylaw (Bylaw 15-16) was adopted, which amends portions of the previous Traffic Bylaw related to the closing of roads and streets, parking time limits, and overweight/oversize permits.

  • Parking limits – Bylaw 15-16 now includes a map and specifies more clearly that a 2-hour parking limit pertains only to the retail business zone on Main Street (from Railway Avenue to the intersection of 4th Avenue) during the hours of 8:00 am to 8:00 pm.
  • Overweight & Oversize Permits – Movement of any pre-assembled building or structure that requires a development permit will also require an overweight/oversize permit. These permits are not required for any vehicle directly related to the supply of service of goods to any residential or commercial property traveling the most direct route within Kindersley.
  • Road Closures – The bylaw now includes information about applying for permit extensions.

Council resolved to proceed with the Main Street Traffic Signal Project, directing the Acting Mayor and Chief Administrative Officer to enter into an agreement with the lowest bidder RGM Contracting Inc. for installation of the traffic signals. Materials will be purchased by the Town directly from two other approved companies. Total cost of the project will be $261,044.

Council voted in support of a proposed low-level Canadian Armed Forces fly-by during the Mud Races and Tractor Pulls scheduled for July 21-22, 2017.

Council defeated a motion to extend an agreement with GNS Industrial Trailers Services Ltd./Open Camp Lodge Ltd. on the basis that amply hotel capacity now exists in Kindersley to accommodate temporary workers.

Council gave consent for a proposed subdivision and for entering into a Servicing Agreement with D&S Development for 0.47 acres of commercial land (Lot 2, Block 92), which includes service fees of $13,466.83.

Council tabled discussion on a letter from the auditor outlining challenges in remaining as auditor if a staff member running for office is elected.
