Council was provided a detailed overview of the Kindersley Culture Plan final report and the various activities conducted during the year-long consultation process to develop the plan. Members of the Kindersley Culture Plan Advisory Committee, led by Sharon Haubrich, spoke about the main themes that emerged in the Culture Plan, which form the basis for a variety of initiatives and actions that are recommended as the Culture Plan is implemented in the community. These themes included thoughts on first impressions of Kindersley, prevailing attitudes and identity, and opportunities for greater inclusion.

The Culture Plan, which will form part of a larger Quality of Life Plan initiative that, once complete, will include a Recreation Plan, and Urban Parks Plan, was approved and adopted by Council. The Town will now work with residents and various stakeholder groups identified in the Plan to implemented the recommended outlined.  

Elks Club members Ed Rogerson and Gary Hamilton attended Council to present financial donations on behalf of the Kindersley Elks Lodge, No. 492 in the amount of $5,000 for the Community Handibus, and $1,000 toward the Big Dippers fundraising efforts for a new aquatic facility.

Business owner Kathie Elmhurst, of Kindersley Vacuum, addressed Council to express concerns about parking along the north end of Main Street, and specifically requested that Council amend the Traffic Bylaw to require a two-hour parking limit between the hours of 8 am and 8 pm along the entire length of Main Street from Railway Avenue to 11th Avenue, in addition to a short-term parking space in front of her store.

Council gave first reading to Bylaw 05-17, a new bylaw to encourage development through tax exemption of eligible new constructions. The Economic Tax Exemption Bylaw will offer eligible properties an exemption on all applicable levied taxes for a period of two to seven years, depending on the class of structure or building, and the estimated value of construction. It will return for second reading on April 10, 2017.

Council approved applications for three home-based businesses, subject to compliance with Kindersley bylaws. These include:

  • A professional office at 209 – 5th Avenue East
  • A beauty and aesthetics company at 301 – 2nd Avenue East
  • An independent distribution company at 31 McEwen Drive

Council directed the Mayor and Chief Administrative Officer (CAO) to enter into an agreement with Impact Energy Services for the replacement of the furnace and hot water heater at the Norman Ritchie Community Centre. A Request for Proposals for this project was issued in February 2017 for which Impact Energy submitted the successful bid.

Council authorized Administration to release funds required for the following expenses:

  • $14,500 for the purchase of a mower from Energy Dodge.
  • $35,000 allocated to Kindersley Minor Ball in the 2017 Capital Budget
  • $24,000 toward 2017 ball field maintenance to be carried out by Kindersley Minor Ball
  • $21,000 toward ball park irrigation repairs included in the 2017 Operating Budget for sportsgrounds

The Mayor and CAO were directed to enter into several agreements:

  • A Farmland Cash Lease Agreement with Brett McBride and Kedobreka Farms for the lease of approximately 45 acres of crop land for a sum of $60 per acre plus GST. This is a three-year term agreement to commence on May 1, 2017 and terminate on April 30, 2020.
  • A Development Levy Agreement with TATCO Enterprises Ltd. For the development of Surface Parcels 203040391 and 203287349.
  • A Land Sale Agreement in the amount of $75,000 with Western Regional Landfill Inc. (WRLI) for part of SE 4-29-24 W3rd located in the RM of Kindersley #290. The sale of the land to WRLI is for the new regional landfill.

Council approved Bylaw 06-17, which updates the fees required to appeal a property assessment.
