Resident Brent Bacon addressed Council to share his concern about the lack of local representation on the Development Appeals Board. Gord Krismer and Associates were appointed to serve as the Town’s current Development Appeals Board in 2015 after attempts to recruit new local members were unsuccessful. Council said the current appointment is working well but expressed a willingness to advertise for local members to form the board once the board’s terms expires on December 31, 2017.

Council authorized the Town’s Department of Transportation and Environmental Services to serve as the Owner’s Advisor for the design build of the Western Regional Landfill Project.

Council approved the discretionary use for offices at 1302 5th St East. The approval was on the condition that no written submissions from assessed property owners within the 75 metre boundary are received prior to 4:00 pm July 19, 2017 as per a notification requirement in the Zoning Bylaw 04-14. The discretionary use must also comply with the Development Standards of Discretionary Use in the Zoning Bylaw.

Approval was also given for a home-based business for the residence of 915B 1st Street East. This approval was given on the basis of identical conditions that no written submissions from assessed property owners within the 75 metre boundary are received prior to 4:00 pm July 19, 2017 and compliance with the Development Standards of Discretionary Use. The applicant must also obtain a Town of Kindersley business license from the town prior to operation, and for every subsequent year of operation after that.

Council authorized the cancellation of municipal tax arrears in the amount of $95,697.23 for undeveloped residential zoned land for which title was recently re-acquired by the Town of Kindersley. Sun West School Division also provided written consent to cancel the school tax arrears for the land in the amount of $36,658.95, enabling Council to be include those in its resolution.

Council reviewed proposed ice rates for 2017-18 at the West Central Events Centre and defeated a motion to increase any rates for the upcoming season.

The date for Council’s next regular meeting was changed to August 14, 2017.
