Council directed Administration to make application to the Ministry of Government Relations to have the Town of Kindersley designated an eligible assistance area under the Provincial Disaster Assistance Program (PDAP), which provides financial assistance for restoring essential services and property. The application relates to the July 10 thunderstorm that resulted in excessive rainfall totalling at least 32 mm throughout Kindersley and substantial property damage.

Resident Juliette Schonnop addressed Council as a delegation to discuss concerns about drainage around 2nd Avenue East and the issues experienced during the heavy. Council supported establishing a committee to work with Administration to research options that would mitigate future flooding risks. Schonnop expressed additional concerns about adequate disposal for some items at the Kindersley Waste and Recycle Centre.

Council amended a list of appointments previously made at the January 29 Council Meeting to reflect the following:

  • Deputy Administrator – Director of Transportation and Environmental Services, Kim Vogel
  • Kindersley Emergency Measures Director/Coordinator – Director of Transportation and Environmental Services, Kim Vogel
  • Kindersley Emergency Measures Deputy Coordinator – Municipal Enforcement Officer, Melissa Torrens 

Council adopted a Municipal Property Tax Abatement Policy for Charitable Non-Profit and Service Organizations, and subsequently accepted the following organizations as being eligible for tax abatement as per the policy, which goes into immediate effect:

  • Kindersley Masonic Lodge – $2,637.22 abated 2018 municipal taxes
  • West Central Crisis Centre – $2,140.00 abated 2018 municipal taxes

By resolution, Council gave acknowledgement to the Community Planning Division of the Government of Saskatchewan about any known land or site conditions, affected facilities, and Zoning Bylaw compliance related to one subdivision application in the RM of Kindersley, and two parcel tie removal applications – one within the Town of Kindersley, and the second within the RM and Town of Kindersley.

Council directed the Mayor and Chief Administrative Officer to enter into the following agreements: 

  • A servicing agreement with Rocky Mountain Equipment. 
  • An agreement with GEA Systems North America LLC to provide start-up services fo the West Central Events Centre ice plant in August 2018.
  • An agreement with the RM of Kindersley regarding placement of a radio tower within Town boundaries.
  • A Tax Exemption Agreement with Excelsior Quality Builders Ltd. and Marathon Equities Corp. for a period not to exceed two (2) years and ending December 31, 2019.

Administration was directed to terminate the active Build as Designed RFP for the new Fire Hall without an award and to publish a new Design-Build RFP in its place.

Bylaw 07-18, a Zoning Bylaw amendment, was given second and third reading and adopted. Another Zoning Bylaw amendment, Bylaw 08-18, was introduced and given first reading. Public Notice will now be issued and the bylaw will return for additional readings at the August 20 Regular Meeting of Council.
